Dr Bicky Bhangu

Dr Bicky Bhangu is an engineer by training and a global executive by experience. He is currently an Operating Partner at Temasek International, focusing on scaling emerging technologies and industrial platforms in advanced manufacturing, AI-driven materials discovery and the energy transition.
He spent 18 years at Rolls-Royce, where he served as President – South East Asia, Pacific and South Korea, leading complex engineering programmes, shaping regional industrial strategy and driving operational transformation across Asia-Pacific.
Dr Bhangu is President of the United Nations Global Compact Network Singapore and serves on the Board of the Land Transport Authority, the Council of the Singapore National Employers Federation and the Board of Singapore Polytechnic and advises on multiple government panels across sustainability and future economy strategies.
He holds a PhD in Electrical Power Machines and Drives and an MSc in Control Systems Engineering from the University of Sheffield, along with a BEng in Electrical and Electronic Engineering from the University of Nottingham and an MBA in Technology Management. He is a Fellow of the Institution of Engineering & Technology (FIET), Fellow of the Royal Aeronautical Society (FRAeS), an Adjunct Professor at Nanyang Technological University and a Visiting Professor at University of Sheffield. He was awarded an OBE in 2019 for services to international trade, innovation and sustainability.

Dr Hanbin Zheng
Head of the Science and Technology Network
British High Commission
Dr Hanbin Zheng is the Head of the UK Science and Technology Network team at the British High Commission in Singapore. He leads the UK engagement on strategic S&T bilateral programmes, national‑level innovation initiatives, and multi‑stakeholder engagements across government, industry, and research ecosystems. A chemical engineer and materials researcher by training, he has transitioned his career from chemical wet labs to high tech manufacturing to government S&T policy, and his journey has involved nanomaterials research, developing industry R&D pilots, and building cross-border innovation R&D programmes. He is experienced in the UK and Singapore innovation ecosystems, international relations, and advising on emerging S&T opportunities and policies.
